SECTION No. 1. ORGANIZER AND THE OFFICIAL REGULATION OF COMPETITION

 

The Balti Half Marathon “competition” (hereinafter referred to as “The competition”) is organized by A.O. SPORTS CLUB “SPORTER” in partnership with SIMPALS.

 

THE PUBLIC ASSOCIATION “SPORTER” SPORTS CLUB’s goal is to promote the movement (the outdoor running) and the healthy lifestyle for a large segment of population and to involve the local community in sport promotion actions and its benefits. The participants of competition must accept the terms and conditions of the Official Regulation of the Competition (“The Official Regulation”). The Official Regulation will be drawn up and made public, being available free of charge to each applicant on the site www.balti.run. By the participation in this Competition, the participants accept to respect and comply with all provisions, terms and conditions of the Official Regulation and applicable legislation.

 

SECTION No. 2. THE PERIOD AND AREA WHERE THE COMPETITION TAKES PLACE

 

2.1. DATE AND PLACE WHERE THE COMPETITION TAKES PLACE:

 

The competition will take place on Sunday, April 30, 2017, starting with 10:00 o’clock in Balti, the start and finish line on the Vasile Alecsandri Square, according to the mechanism of Competition, as how is detailed in the 3rd Section of the present Regulation.

 

SECTION No. 3. THE MECHANISM OF COMPETITION

 

3.1. THE PARTICIPANTS AND THE COMPETITION HOLDING

 

This competition is intended equally to children, youth and adults that will compete on the routes that were established by the organizers according to their age and preparation.

The opportunity to participate In the half marathon will have only the persons over 18 age at the date or the day of the competition holding.

 

Exception: The people, who have reached 16 years including up to the event date, are admitted only if they are students of a sports school and with the obligatory Declaration from parents and coach (The agreement in written form).

 

– In the 10,5 km trial can participate persons who reached 16 years including up to the date of competition.

– In the Fun Run (2 km) are admitted all interested persons without age limits.

All interested persons to participate in the competition must access the “Registration” page of the official competition website www.tiraspol.run until the deadline indicated on it.

For competitive races (half marathon and 10.5 km distance) there are no registrations admited on the competition day.

– In the Kids Run Day races may participate children aged between 5 and 12 years. The registrations (by age categories) are carried on the “Registration page” of the official website www.tiraspol.run, up until the date indicated on page intended for competition. The registration in these trials may be made on the place of the giving out of the participation kits (Sportexpo) and also at the place of the competition, only in limits of available places under the announced program on the official website.

 

3.2. RACES FOR ADULTS AND YOUNG PEOPLE

 

All races for adults will take place on Sunday (on the 30th of April, 2017).

The Half Marathon – the 21.097 km individual race

The 10.5 km race – Individual race

 

3.3. RACE FOR CHILDREN

 

All children races will take place on Saturday (on the 29th of April, 2017).

Timetables will be published on the official website.

 

The children races will take place in the following age categories, with separate starts:

– Children of 5-6 years old

– Children of 7-9 years old

– Children of 10-12 years old

 

3.4 ROUTES

 

The routes will be marked by competition organizers by fences and boundary strips and will be supervised by race referees and policemen deployed in various points of the routes. The description and map of routes are available on the official website of the competition.

The modification or the cancel of the race

In case of bad weather the organizer reserves the right to modify the route, the barriers of time and even to stop / cancel / postpone the competition.

In these cases, the participants will be notified by email, and additional information will be placed on the competition website.

 

3.5. THE REGISTRATION

 

The registration for the participation is done by the online registration on the website www.balti.run.

Fill out the registration form.

The registration for participation is done in the in limits of available places  and until the date indicated on the official site.

 

By signing the application form or by ticking off of the appropriate box during the online registration, each participant:

Declare, accept and understand the terms and conditions of participation in “Balti Half Marathon” and the competition regulation.

– Consents that the images or other public data and obtained results, rankings, may be used in promotional materials of the event in the form of photographs, posters, films, interviews, etc., freely and uncensored;

 

Important! The number of participants is limited. The number of places available for each race is displayed on the competition website.

 

The registrations that do not contain all the complete information are considered as incomplete and will be cancelled.

 

Condition of participation

 

For participating in competition and for getting the competitional number is necessary to satisfy all the following conditions:

1) The runner must be aged over 18 years (The participants under the 18 years old must have the agreement in written form of the parents).

2) The runner must present the proof of the registration fee payment.

3) The runner must have on him an identity document in original.

The organizer reserve its right to refuse the registration and participation in race of any participant based on objective reasons;

 

3.6. REGISTRATION PACK

 

The registration pack includes the official t-shirt, the official backpack, the competition number with the integrated timing chip.

The participant pack may also include other advertisement materials or objects from the race partners.

 

3.7. WITHDRAWAL FROM THE COMPETITION

 

In case when somebody wants to withdraw from the competition, the reimbursement of fee is not possible. In such cases we advice to find persons who will replace.

 

3.8. THE MODIFICATION OF REGISTRATION

 

For the races of Half Marathon and the 10,5 km race the modification of a registration (the exchange of persons, changing from a trial to another) is possible no less than 14 days before the date of the event by a request sent on the official addresses from the contact page.

 

3.9. PARTICIPATION FEE

 

The participation fees for all races:

Half Marathon (21,097 km) – 300 lei

The 10, 5 km race – 300 lei

Fun Run 2 km – Free

 

3.10. PAYMENT METHODS

 

The payment of the registration fee is carried out via online payment, bank transfer or by cash. More details about the payment methods are available on the official website on the registration page.

 

3.11. DECLARATION. THE AGREEMENT ON ITS OWN RESPONSIBILITIES.

 

At the getting of the participation kit for the Half Marathon and the 10,5 km race all participants will sign a declaration by which they will agree with the conditions of its own responsibilities that they are able from the medical point of view for the participation in the competition, in presence of a representative of the organizer and of a witness. This declaration will be printed after the online registration or will be filled out before the receipt of the participation kit.

The participants under 18 years old at each race will be accompanied by a parent at the registration and at the receipt of the competition number, who will fill out and sign the registration form in which he gives his agreement on his own responsibility that his child is able from the medical point of view to participate in the competition, doing that in the presence of the organiser and a witness.

 

3.12. THE COMPETITION EQUIPMENT. THE COMPETITION NUMBER

 

The participants (children and adults) will participate in competition with their own equipment. The competition numbers will be provided by the organizers.

For the Half Marathon and 10,5km race  the competition numbers (on which will be fixed the electronic timing chip) will be given out to the competitors at the distribution of the kits in accordance with the program announced on the website in previous race days.

Exception on the races days will be distributed the kits (between the 06:00 — 08:30 o’clock) only for the confirmed participants who are not Balti City residents.

Take care to do not detach the electronic timing chip (single-use) that is fixed on the competition number.

The timing system calculates the time of each runner, registering each passage of the chip over the electronic carpet – at the start line, at the checkpoints of the route and at the finish line.

 

ATTENTION! The runners that will not traverse all the checkpoints will be automatically disqualified. Is the responsibility of the participants to wear the competition number over the T-shirt in the front part and to do not damage electronic chip.

 

The Kits for the children Kids Run Day races will be given out only in day of competition in accordance with the program announced on the official website.

Any participant that do not wear or wear another competition number on the t-shirt instead of the number which was given by the organizer will be automatically disqualified.

On the competition day will NOT be possible to change or replace the competition number – in case of loss and either the exchange of competition numbers between the runners. These deviations lead to disqualification.

 

3.12. THE START LINE – THE TIME LIMIT – RENEWAL OF THE TRAFFIC

 

For the time of the START for each trial please consult the official program of the event on the www.balti.run website. The time limit for the Half Marathon race is 3 hours. The participants that will reach the Finish line after that time limit won’t be included in the race ranking of the race in which they had participated.

The time limit of the 10,5 km individual race is 1 hour and 30 minutes.

The competitors that exceed the time limits will be warned by the race arbiters and they will have to go immediately to the start/finish area.

 

ATTENTION! The continuation after the exceeding of time limits is prohibited. After these time limits all roads will be reopened for the traffic and the organizers won’t be able to guarantee the safety of the participants.

 

3.13. THE SCORING

 

For the Half Marathon race and the 10,5 km race ”the official ranking” will be determinate by the electronic timing system and will be available on the official website of the competition within 24 hours after the finish of the races. In accordance with the international regulations ”the official ranking” is composed on the basis of  ”the official time” registered for each runner. ”The official time is timed from the moment of the official start until the moment of crossing the finish line. For each age and sex category will be elaborate separate rankings.

 

Categories (men/women)

  • From 16 to 18 years old
  • From 19 to 24 years old
  • From 25 to 29 years old
  • From 30 to 34 years old
  • From 35 to 39 years old
  • From 40 to 44 years old
  • From 45 to 49 years old
  • From 50 to 54 years old
  • From 55 to 59 years old
  • From 60 to 64 years old
  • From 65 to 70 years old
  • 70 years old +

These criteria will take in account the age of the participant on the 31st of December of competition year.

 

3.14. THE DISQUALIFICATION

 

The participants will be disqualified in the following cases:

  • Non implementation of the organizers indications regarding the compulsory equipment and the wearing of competition number on the chest.
  • Unsportsmanship behaviour.
  • The failure of indications received by the organizers or volunteers.
  • The shortening of the route.
  • The use any means of transport during the race.
  • The organizer or emergency medical service considers that the athlete’s injury would not allow him the continuation of the race.
  • The changing or losing the competition number.
  • The exceeding of the time limit for of the races.

 

3.15. CONTESTATIONS

 

  • Each participant can carry out a contestation against another participant that has not respected the competition regulations or against the official’s decisions.
  • The contestation in written form with a 200 MDL fee will be applied at the organizer’s office within 15 minutes after the display of provisionally final results. The solving of the contestation will be carried out in the following 60 minutes. The fee will be returned to the complainant in the case that the contestation will be accepted.

 

SECTION No. 4. THE ANNOUNCEMENT AND THE PRIZES GIVING

 

4.1. TITLES AND PRIZES

 

The places 1, 2, 3 of each age category and race will be awarded. The prizes will be announced before the beginning of the race depending on the sponsors of this project. The participation diplomas (only for the participants in half marathon and 10,5 km race ) will be in electronic format and will be available for downloading from the competition website within two days after the event. The official award ceremony will take place in the start / finish area. To find out the exact time of festivity please consult the official competition program.

 

SECTION No. 5. ADMINISTRATIVE TERMS

 

5.1.  HYDRATION POINTS

 

For each 5 km and in the start/finish areas, according to the international regulations, will be placed hydration points (water, isotonic drinks, fruits). On the arrival all the participants will receive plain water, apples, bananas, oranges, glucose. The participants are asked to throw the plastic bottles and glasses nearby  hydration points to facilitate the cleaning process.

 

5.2. FIRST AID – AMBULANCE – WITHDRAWAL

 

The first aid will be provided by an ambulance contracted by the organizers. It will be located in the Start / finish areas or elsewhere, according with the necessity. It will be announced by the route referees in case of runner’s injury on the circuit and will urgently move to provide the necessary help to the injured sportsmen. The runners who have retired from the race are asked to announce about their withdrawal the route referees or if they get in the Start / Finish area, the referees in this area.

 

5.3. OTHER TERMS

 

The potential supporters of participants (family members, friends) may remain in the vicinity of the route, but out of running route, taking care not to damage the areas of green space. The road traffic will be restricted during the competition on all running routes .

The event will be attended by:

– The ambulance.

– Traffic and sector police crews in accordance with the current legislation of the Republic of Moldova.

 

SECTION No. 6. OBLIGATIONS AND LIABILITY

 

6.1. Obligations and responsibilities of the competitor

 

  • The competitor is obliged to wear on his chest and in sight the participant numbers during whole the competition the competition.
  • All the participants take part in the competition on their own risks.
  • the competitor that abandons the race regardless the reason must inform the organizer immediately  at one of the following three places: at the start line, at the checkpoints, at the finish line or by calling the emergency number that will be announced preventive and which you can find on the official competition website . The failure of notifying the withdrawal from the race can cause a search and rescue (rescue teams) on the account of the expense of the involved participant. The withdrawal can be confirmed by the signature on the score sheet.
  • the competitor that suffers an accident or any physical or material damage, waives at its registration in the competition any right to claim compensation or recourse in court against any person involved in organization of the competition, particularly against: the organizer or volunteers involved in the competition organization (individual al or legal persons) against the sponsors that support the competition against the public institutions (city hall, local council, police, etc.).
  • the competitors must attend the technical meeting and to consider carefully the information announced by the organizers.
  • the competitors are fully responsible from the civil, administrative and criminal point of view for any damage caused by them to other people during the race..
  • in case of an accident, the competitors are required to report it to the next checkpoint.
  • the competitors understand that the organizers make every effort to stop the road traffic during the race but they  undertake to cross the road with caution in places open to motor traffic and follow the directions of police crews and volunteers in all situations.
  • the competitors are obliged to respect the rules of environmental protection.
  • the competitors understand that the organizer tries to ensure the proper T-shirt size of each participant, and in the case that the organizer do not have the right size, the participant will accept different size t-shirt.
  • the competitors assume the full responsibility for lost or forgotten object on the track during the competition.

 

6.2. The obligations of the organisers

 

The organizer will:

  • to properly identify the route to avoid errors.
  • to signal the portions of dangerous route.
  • inform the competitors that the road traffic on the running course is only partially closed.
  • ensure 3 points of revitalization along the route.
  • provide the rewarding participants according to information presented in the section Awards.
  • announce the time limit at the technical meeting preceding the start.
  • ensure the placement of checkpoints along the route and to respect the arrival order of competitors at it.
  • ensure the environmental protection rules by placing garbage collection points along the route.
  • hold the technical meeting before the competition, possible amendments announced on this occasion having priority over the information presented above.
